Standard set of guidelines for appointment of Custodian of EPZs/ICDs/CFSs- reg.

I am directed to invite your attention to the Board’s Circular No.128/95, dated 14th December, 1995 which has prescribed a set of guidelines on the undertaking to be given by the custodian before being appointed as custodian of ICDs/CFSs/EPZs.

2. In the recent past, a number of new ICDs/CFSs have been developed by the public sector as well as private sector agencies and many more such facilities are in the pipeline. For smooth, speedy and effective disposal of Customs work in ICDs/CFSs/EPZs, it has been decided that in addition to the guidelines provided in the Annexure to the Circular No.128/95, dated 14.12.1995, the custodian shall provide the following facilities, namely-

    a. The custodian should provide adequate infrastructure for their computerization and link with Customs EDI at such ICDs/CFSs. The existing ICDs/CFSs should be given three months time to upgrade their infrastructure for this purpose.

    b. As regards posting of officers and staff on cost recovery basis in the ICDs/CFSs, the financial sanction for creation of requisite number of cost recovery posts should precede the notification of the ICDs/CFSs by the Commissioner.
3. The above instruction my kindly be brought to the notice of all concerned by issuance of suitable Public Notice / Standing Order.
