Provision of replacement vehicle/additional vehicles by hiring/purchase to field formations - reg.
I am directed to refer to Ministry’s letter of even number, dated 13th January 2006, wherein information regarding vehicles was called for from the Commissionerates so that a data base can be prepared regarding the availability of vehicles with CBEC field formations and the requirement of additional vehicles, if any, can be ascertained. However, the proforma has since been revised for the sake of clarity. Copy of new proforma is enclosed.

2. It may be appreciated that the processing of any proposal for replacement of vehicles would be taken up by IFU on the basis of this information. The information, zone-wise, may therefore be furnished in the new enclosed proforma (as also in floppy) at the earliest.

PROFORMA FOR REQUIREMENT OF VEHICLES

Details required before submitting any proposal for vehicles to the CBEC/IFU

1. Entitlement :

a) No. of vehicles for which entitled as per norms

b) Date of fixation of norms

c) Letter from CBEC, alongwith no. and date indicating no. of sanctioned vehicles
(enclose copy).

2. Total number of existing vehicles

a) Owned-(including condemned /pre-maturely condemned or vehicles not in use
for any reason)

b) Hired

– additional hiring
- against owned vehicle

3. Details regarding owned vehicles (in tabular form)

a) Registration No.
b) Date of Purchase
c) Make/Model of purchse
d) No. of kms. completed on 31st March of previous financial year
e) Deployment of the vehicle
f) Whether in running condition or condemned
g) Indicate whether hiring has been done against this vehicle

4. Details regarding additional hiring.

a) Date and number of current sanction
b) Current period of hiring along with type of vehicle
c) present deployment

5. Details to be furnished in case of replacement purchase/ additional
purchase/

additional hiring of vehicles–
a) Full justification for operational/anti-smuggling/anti-evasion/activities is to be
given.

b) Why the requirement cannot be met by hiring of vehicles/redeployment of
vehicles.

c) No. of sanctioned posts of drivers.

d) No. of drivers in position.

e) Make/Model of the replacement vehicle(s) sought to be purchased.

f) Whether the same confirms to the list of approved vehicles

g) Photo copy (duly attested) of Inspection Report(s) of the competent transport
authority

in respect of the vehicle being condemned.

h) Inspection Report(s) should contain full particulars of the vehicle(s) viz. year
of purchase,
chassis number, engine number, kilometers run, make & model, physical
condition
& recommendation of the inspecting authority for condemnation etc.

i) Inspection Report(s) should be by any one of the following –

• An Electrical & Mechanical workshop of the National Airports
  Authority.
  
  
• The workshop of a State Road Transort Corporation.
  
  
• At locations where workshops mentioned above are not available,
  Transport Workshops under the Central or State Govt. Deptt.

j) Attested copy of the Registration Certificate of the vehicle being condemned.

k) Since when the vehicle(s) are off the road, the approximate expenditure to
make
the vehicle(s) roadworthy, and whether required attention was paid to the
proper maintenance of the vehicles.

l) In case the replacement is being sought belatedly, the reasons for the delay.

m) Confirmation to the effect that no replacement has been made against the
subject vehicles.

(In case of additional purchase of vehicles points (a) to (f) are to be
replied to.

In case of additional hiring of vehicles points (a) and (b) are to be replied
to.)

6. Cost implications –

• in case of purchase of vehicle, details of capital cost as also the
  estimated recurring expenses to be given.
  
  
• if vehicle is to be hired, financial implications of the same.

7. Budget availability.

• -whether funds are available in the budget.
  
  
• -if not, how the purchase is proposed to be funded.
