Amendments in the Ntf. No. 21/2002-Cus., dt. 01/03/2002 - so as to prescribe concessional rate of basic customs duty of 5% on specified items of machinery used in textiles industry.
In exercise of the powers conferred by sub-section (1) of section 25 of the Customs Act, 1962 (52 of 1962), the Central Government being satisfied that it is necessary in the public interest so to do, hereby makes the following further amendments in the notification of the Government of India in the Ministry of Finance (Department of Revenue), No. 21/2002-Customs, dated the Is1 March, 2002, namely :-

In the said notification, in the Annexure, in the Lists,

(i). in List 31,

(a) item (15) shall be omitted;

(b) for item (19) and entries relating thereto, the following shall be substituted, namely:-


"(19) Computer controlled HTHP yarn dyeing machine";
(c) for item (21) and entries relating thereto, the following shall be substituted, namely:-


"(21) Automatic dye weighing and dispensing system";
(d) after item (40) and entries relating thereto, the following shall be inserted, namely:-


"(41) Open width continuous dyeing range

(42) Soft flow dyeing machine

(43) Jet dyeing machine.";

(ii). in List 45, items (8) and (9) and entries relating thereto shall be omitted;

(iii). in List 46,

(a) after item (E) and entries relating thereto, the following shall be inserted, namely:

"(F) Machinery for manufacture of denim fabrics, namely:-


(1) Sand blasting or brushing machine

(2) Washing machine falling under tariff item 8450 20 00

(G) Machinery for manufacture of non-wovens textiles, namely:-


(1) Complete production lines for the production of following non-wovens, up to rolled goods preparation and packing, namely:


(a) Needle punched non-wovens

(b) Chemically bonded non-wovens

(c) Thermally bonded non-wovens

(d) Stitch bond non-wovens

(e) Spun laced (hydro entangled) non-wovens

(f) Spun bonded non-wovens

(g) Melt blown non-wovens

(h) Spun bond melt blown (SMS) non-wovens

(2) Machinery for finishing of all non-wovens

(3) Machinery for converting non-wovens into made-ups

(H) Other machinery for use in textiles industry, namely:-


(1)Spandex/elastane yarn attachment on ring frame for manufacturing core spun yarn

(2) Single end warping machine

(3) Single end sizing machine

(4) Reaching-in machine

(5) Humidification plant".
