Handicrafts Inputs - Duty Free Import

In exercise of the powers conferred by sub-section (1) of section 25 of the Customs Act, 1962 (52 of 1962), the Central Government, being satisfied that it is necessary in the public interest so to do, hereby makes the following further amendments in the notification of the Government of India in the Ministry of Finance (Department of Revenue), No.20/99- Customs, dated the 28th February, 1999, namely :-

In the said notification, -

    (i) in the Table, after serial No.62 and the entries relating thereto, the following shall be inserted, namely :-

    (1)(2)(3)(4)(5)(6)
    "62A32,34,38, 83 or any other Chapter(a) Electric parts for fitting on electric lamp/table lamp/wall lamp ceiling lamp/ door lamp/ window lamp/garden lamp;
    (b) Hinges, metal locks and back of photo frames, and fittings for photo frame/box;
    (c) Wax items for candle holder/votive cup;
    (d) Chemicals/lacquer required for improved finish of export product;
    (e) motifs for attachment on export product.

    (ii) in the Annexure,

      (a) after condition No.8, the following condition shall be inserted, namely:-

      Condition NoConditions
      "8AIf-
      (a) the goods are imported by a manufacturer of handicrafts for use in the manufacture of handicrafts for export by that manufacturer and that the said manufacturer is registered with the Export Promotion Council for Handicrafts:

      (b) the value of the goods imported does not exceed 2% of the FOB value of handicrafts exported during the preceding financial year; and

      (c) the importer produces a certificate from the Export Promotion Council for Handicrafts certifying the value of exports made during the financial year mentioned in clause (b) above and also the description, value and quantity of the item (s) already imported under this notification during the currency financial year".

      (b) in condition No. 81,
        (a) in clause (a) and (b), for the words "textile garments", where they occur,the words "textile garments or leather garments" shall be substituted, and

        (b) in clause (a) (c), for the words "Apperal Export Promotion Council" where they occur, the words "Apperal Export Promotion Council or Council for Leather Exports ", as the case may be, shall be substituted.
