Export Trade Policy for export of woollen carpets
It is brought to the notice of trade and other concerned that as per the provisions of the Export Trade Policy, export of woollen carpets is allowed without an export licence provided the payment terms are other than documents against acceptance(D.A). Documents against acceptance is permitted only if the export is backed by a bank guarantee. However, the policy does not provide a mechanism for enforcing this condition.
In order to implement this provision, it has been decided that the invoice submitted with the Shipping Bill should henceforth be certified by the banker of the exporter to the effect that the terms of payment mentioned in the invoice are correct. In case a bank attested invoice is not presented, provisional assessment would be done which would be finalized on receipt of the bank attested invoice.
