Attention of all Exporters / CHA and all concerned is invited toward Public Notice
No..42/99 dtd 22/03/99 wherein the procedure of computerised processing of
shipping bills under the Indian Custom EDI System ( ICES) had been notified Public
Notice No.65/2000 dtd.08/06/2000 wherein the procedure for Computerised
processing of DEPB shipping Bills under ICES had bee notified and Public Notice No.
120/99 d-td.03/11/99 wherein the procedure for Computerised processing of
Drawback and Free Shipping Bills under the ICES had been
notified.
In continuation of the above and in partial modification of P.N.No.61/99
dtd.31/05/99 it is hereby notified that the following categories of Shipping Bills will
be processed on EDl System.
- All DEEC Shipping Bills in respect of which DEEC Books / Licence have been
issued on or after 01/01/2001.
- DEPB Shipping Bills where exporters are availing benefit under EPCG Scheme
wherein EPCG Licenses were issued on or after 01/01/97 (DEPB-cum-EPCG)
.
- DBK Shipping Bills where exporters are availing benefit under EPCG Scheme
wherein EPCG Licenses were issued on or after 01/01,/97 (DBK-cum-EPCG)
.
- FREE Shipping Bills where exporters are availing benefit under EPCG Scheme
wherein EPCG Licenses were issued on or after 01/01/97
(FREE-Cum-EPCG).
- DEPB Shipping Bills where exported intend to avail of benefit of brand rate of
Drawback.
- DEPB Shipping Bills wherein Export goods are leviable to export
duties/Cess.
- DBK Shipping Bills wherein export goods are leviabJe to export
duties/Cess.
- Shipping Bills where no export benefit has been claimed and wherein export
goods are leviable to export duties/Cess.
- DEPB Shipping Bill wherein exporter wants to avail benefit of Para 14.4 of the
Export and Import Policy 1997-2002. (Brand Approval) .
- Shipping Bills relating to exports by 100%. Export Oriented Unit.
Of the above, the processing of Shipping Bills on EDI Systems,
pertaining to categories at Sr.No. 2, 3 & 4 will begin from 01/02/2001. The
processing of the remaining categories will start with effect from 22/01/2001. It
may be noted that of the above mentioned categories no Shipping Bill will be
processed manually after their respective dates.
However, following categories of Shipping Bill will continue to be processed
manually.
- DEPB Shipping Bill wherein the Exporter wants to avail benefit of "Third Party
Export".
- Formulation of Bulk Drugs falling under Sr.No. 37 to 40 of product group
Chemicals under the DEPB Scheme.
- DFRC Shipping Bill.
- Re-export of goods under claim for duty Drawback U/S 74 of the C- Act
1962.
- Shipping Bills wherein goods exported are in Bulk.
- DEEC Shipping Bills wherein licences are issued before 01/01/2001 and
DEPB-cum-EPCG, DBK-cum-EPCG & FREE-cum-EPCG Shipping Bills wherein licences
are issued before 01/01/97 will continue to be. processed manually for the time
being and till further notified.
- Any other category of exports which can not be processed under EDI System
due to Technical or other reasons, on case to case basis, under control of
Additional Commissioner / Joint Commissioner (E.P. )
Registration: -
All exporters intending to file their shipping bills under the DEEC scheme,
DEPB-cum-EPCG scheme, DBK-cum-EPCG scheme and FREE-cum-EPCG scheme as
per Sr.No.1, 2, 3 & 4 mentioned earlier, should first get their DEEC Book/ Licence &
EPCG Licences registered with the Mumbai Custom House, New Custom House
Mumbai . The registration of the same shall be done at the service centres of EDI
situated at 2nd floor of Annexxe Building. The date of commencement of registration
shall be 15/01/2001. All DEEC Licences issued on or after 01.01.2001 should be
registered by 19/01/2001 and all EPCG Licences issued on or after 01/01/97 by
31/01/2001.
