Sub: Import of Livestock products – Reg.

Attention of Trade, Importers, CHAs and other concerns is invited to Notification No. 655 (E) dt. 7th July 2001 issued by the Ministry of Agriculture Department of Animal Husbandry & Dairying to regulate the import of livestock products. A copy of the said notification and the schedule thereto is enclosed for reference.

The notification inter-alia provides that the import of livestock products will be allowed only against valid sanitary import permits issued by the Department of Animal Husbandry and Dairying. The abovesaid notification covers all livestock products including :

i) Meat and Meat products of all kinds including fresh, chilled & frozen meat, tissue or organs of poultry, pig, sheep, goat;

ii) Egg and Egg powder;

iii) Milk and Milk products;

iv) Bovine, Ovine and Caprine embryos, Ova or Semen ; and

v) Pet food products of animal origin

The import of live stock products will be allowed through the airports and seaports at Delhi, Mumbai, Kolkata and Chennai only which have Animal Quarantine and Certification Service Stations.

The Department of Animal Husbandry and Dairying has further clarified (vide D.O.No.109-6/2001 PPM dtd.12.11.2001) that the abovesaid notification covers only those Livestock products which are coming in the human and animal food chain, i.e. items falling under Chapter 2 to 4 and Chapter 23 (some items) of the Customs Tariff.

The compliance of the above said provisions is over and above the fulfillment of the requirements of the other laws that have to be complied with as per notification issued by DGFT,vide which any mandatory standards are prescribed under the Prevention of Food Adulteration Act, the Weight & Measures Act, Meat Food Products Order etc. before imports are allowed. The consignments can also be checked for microbiological and other contaminants under the relevant laws, if such standards have been laid down for Indian products.
