Subject: Indian Customs EDI System (ICES) – Exports: EDI Connectivity between Mumbai Customs and Mumbai Port Trust and Shipping Agents.
1. Attention of Exporters/Shipping Lines/ Shipping Agents/CHAs and all others concerned is invited towards Public Notice No 42/99 dated 22-03-99 vide which trade was informed regarding computerised processing of shipping bills. It is proposed to introduce the Customs EDI Community System which seeks to integrate Custom House with other agencies such as Mumbai Port Trust, Shipping Agent, Exporters, DGFT, Export Promotion Council & RBI, etc. The key objectives that the Customs EDI Communication System would be
(i) All the agencies of government should present a single face to the user.
(ii) Data captured in the EDI community system, at whatever point, should be made available to all other agencies as and when they need the same to process a trade transaction.
(iii) As far as possible the importer/exporter should be required to interface with only one agency and that too only once. Since it is the Customs which control the physical boundaries between India and the rest of the world, it will necessarily exist in overseeing the international trade. Therefore, as far as possible the data logged into the Customs computer system by an importer/exporter should be readily made available to all the agencies. Likewise, all other agencies which must capture any documents to perform their roles, must also make the same available to Customs and other organisations.
2. It has since been decided to implement a pilot project involving EDI connectivity with Mumbai Port Trust at Mumbai Custom House. This would involve exchange of EDI messages, which would be implemented in a phased manner. As on date the Mumbai Customs is transmitting the following messages to MbPT.

Similarly the Mumbai Port Trust is sending message "Entry of goods into port" to Mumbai Customs. As the trade is aware, shipping bills and EGMs are already being handled electronically. As part of this pilot interface exercise between Customs and Mumbai Port Trust it has been decided to automate operations concerning vessels (other than coastal vessels) such as entry outwards, port clearance, vessel sailing date, etc. Accordingly the following changes are being made in the existing procedures with effect from dates as indicated below:
3. EXPORT ROTATION NUMBER
3.1 The existing procedure for the application for allotment of Export Rotation number would continue as per Public Notice No.19/2001 dated 19-02-2001 It may be noted that the Vessel Code (i.e. the radio call sign of the vessel)and shipping line code is required to be indicated at the time of applying for a Export Rotation number. The directories containing vessel codes and shipping line codes have been handed over by MbPT to Customs on 30-04-02. These directories have been loaded on to ICES/Export Server of Mumbai Customs. The codification of vessel directory and Shipping line directory is completed by MbPT for all vessels. The codes are updated by MbPT on IPA website http://ipa.nic.in . In case the vessel code/shipping line code is not available in the ICES directory, the shipping lines should approach MbPT for registration of vessel code/shipping line code on the IPA website. In this regard the MbPT has issued circular no. CT/Z/1-6/379 02/03 dated 24-04-02 and the same is enclosed as Annexure-A.
3.2 The Mumbai Port Trust after updating IPA website would to transmit the details of the vessel code/shipping line code to Customs. Shipping agents are advised to ensure these details are forwarded through Mumbai Port Trust before applying for the Export Rotation Number.
4. ENTRY OUTWARD
4.1 APPLICATION FOR ENTRY OUTWARDS
For grant of entry outwards, the shipping agents shall apply, as before, to the Preventive Officer/Supdt. of Customs at the Docks. Once the Export Rotation number has been generated by the system (or the manually allotted number entered in the system), relevant particulars would already be available in the system. With effect from 15-05-2002, the Shipping Agent shall approach the PO/Supdt. at the Docks who would grant Entry Outwards on the system.
4.2.EDI implementation of Entry Outwards
The Preventive Officer/Supdt. at the docks would be grant as per section 39 of the Customs Act and as per the existing procedure. The officer would enter the details in EDI Computer System at Docks. Three copies of the permission would be printed in his office. (Format as per Annexure-II )The officer would sign all three copies. One copy would be handed to the shipping agent, one copy sent to the Export Deptt. of EP Commissionerate and the third copy retained at the Docks.
5. PORT CLEARANCE.
5.1. APPLICATION FOR PORT CLEARANCE
Once the entry outwards has been granted, relevant particulars would already be available in the system. With effect from 15-05-2002, the Port Clearance would be granted on the system, by the Deputy Commissioner (Exports) of EP Commissionerate, New Customs House on receipt of the manual application and relevant documents as per existing procedure. Two copies of the permission would be printed in his office (Format as per Annexure-III). The officer would sign both copies, retain one copy and hand the other copy to the shipping agent.
5.2. The permission for Port Clearance would be valid in each case for an initial period of 72 hours as per existent procedure. This may be extended by another 72 hours, upto a maximum of three extensions, after which the permission would lapse. The application for extension would be made manually as per existing procedures in all cases. However the permission for extension would invariably be given by Deputy Commissioner (Exports) of EP Commissionerate, New Customs House on the system and two amended copies printed .
5.3 EDI implementation of Port Clearance
The Deputy Commissioner (Exports) of EP Commissionerate, New Customs House would be grant as per section 42 of the Customs Act and as per the existing procedure. The officer would enter the details in EDI Computer System at New Custom House.
A similar message would be also be sent to the shipping agent and port trust in case of extension of port clearance.
6.VESSEL SAILING REPORT
From an agreed date, the Port authorities would send an electronic message to the Customs system regarding the actual date of sailing of any vessel. Accordingly there would be no requirement of filing a separate vessel sailing report with Customs, after this date. However the existing of procedure of Prev. Officer/Supdt. at docks at continue as per Public Notice No. 42/99 dated 02-03-99 of the Commissioner of Customs(EP).

For Electronic Data Interchange Customs require vessel code i.e. vessel’s radio call sigh and line code in the application for export rotation number.
MbPT has prepared a directory of vessel codes and line codes for the vessels, which have called at MbPT, and for the lines operating at MbPT respectively. The information is available at Indian Ports Association’s website ipa.nic.in which can be used by the agents while applying to the customs for Export Rotation Number.
In case of a maiden voyage of a vessel the agents are requested to furnish the radio call sign of the vessel to the Asstt. Manager, CTCS/CARMINS at 6th floor, Ambedkar Bhavan for updating the IPA website.
In case of a new line also the agents are requested to approach the Asstt. Manager, CTCS/CARMINS at 6th floor, Ambedkar Bhavan for updating the IPA website.
