Subject : ICES – Exports – Registration of goods through Annexure- C/C1-Changes

Attention of all Exporters / Custom House Agents and other members of the Trade is invited to the existing procedure of filing export documents under the Indian Customs EDI System – Exports wherein after submission of Annexure – A/B at the Service Center, the exporter or his agent is required to present the goods for registration at the examination shed accompanied by information regarding the number of packages, airway bill, gross/net weight, etc. in the prescribed form i.e. Annexure – C (normal export Cargo)/Annexure – C1 (exports by EOUs) of Public Notice No. 42/99 dated 22.3.99. Suggestions have been received from the Trade to modify this procedure because of errors in entering AnnexureC/C1 details by the Examiners / Inspectors at the time of registration. Such error are sometimes detected only after the printed shipping bill is made available to the exporter/CHAs after let export order has been given by the Superintendent/Appraiser. Carrying out corrections in the Shipping Bill at this stage results in lot of avoidable inconvenience to the Exporters/CHAs.
It has accordingly been decided to give an option to the Exporters/CHAs to file the Annexure-C/C1 details at the Service Center alongwith the Annexure – A/B details. It may be noted that Annexure C/C1 particulars have to be filed alongwith Annexure A/B details and the printed check list would contain the complete information of Annexure-A/B and C/C1 for verification by the Exporter/CHAs before submission of the shipping bill. In case, the Annexure C/C1 information is not filed alongwith the Annexure A/B in the Service Center the exporter/CHA will continue to have the option of filing this information at the time of goods registration in the export shed. Option to amend any of the Annexure C/C1 parameters for which data entry was done at Service Centre, would continue to be available at the time of goods registration.
The ICES-Export software has been amended accordingly and this facility would be available effective from 11.2.2002. Any difficulties with respect of the goods registration may be brought to the notice of JC/Docks of EP Commissionerate. The System Manager/JC(EDI) may be informed of any system related difficulties that may be faced in its implementation.
