Sub : Usage of single Standard Unit of quantity in EDI Bills of Entry –reg.
1.Attention of all importers, CHAs and the Members of the Trade is invited to Facility Notice No. 13/2005 dated 20.09.2005 wherein it was inter alia informed that the correct unit of measurement (quantity) in consonance with the Customs Tariff must be declared in order to facilitate correct assessments.
2. It is observed that even after issuance of the said Facility Notice, very often CHA/Importers describe the same unit of quantity differently for e.g. No., piece, unit, etc, while filling Bills of Entry in EDI. Further, unacceptable units like sacks, cartons, bundles are often used in respect of certain goods e.g. plastics granules, apples, carpets, etc. Furthermore, different kinds of unit are being used for the same goods for e.g. Litres, kiloliters, K.G., M.T., Drums, etc. for Petroleum Oil. Sometimes incomprehensible unit are used, for example, number in respect of cloves. These practices make it difficult for comparing values. Again, data analysis and risk management will also run into difficulties due to such inconsistent units of quantity.
3. It is, therefore, directed that all CHAs, Importers and Members of Trade must use the correct units of measurements as prescribed in the Customs Tariff for the respective Tariff Headings/Sub-Headings failing which the documents will not be processed by the Groups till the corrections are carried out, thereby delaying the consignment.
