Message Exchange between Customs and CONCOR in respect of exports

All Exporters/Custom House Agents/Shipping Lines/CONCOR and all other concerned are hereby informed that message exchange between CONCOR and Customs is taking place on regular basis for quite some time. Exporters/CHAs, however, are required to take the hard copies of documents from Customs to CONCOR and vice versa. To obviate these difficulties, it has been decided that the Physical activities would be carried out on the basis of message being exchanged between Customs and CONCOR. The revised procedure shall commence from 8th July 2008.

2. The following messages are being exchanged between Customs and CONCOR in respect of export cycle:

3.The procedure related to flow of above five messages between Customs and CONCOR is as under:

a) Shipping Bill Information

On submission of Shipping Bills by Exporters/CHAs, Customs shall transmit the details of Shipping Bills to CONCOR through Message No. CHCOE01. CONCOR shall accept the entry of goods only for those Shipping Bills for which corresponding Shipping Bill message has been received by them from Customs. As the Shipping Bills can be filed 15 days in advance, CONCOR would accept the entry of goods only within the stipulated validity period of Shipping Bills.

b) Receipt of Cargo Information

CONCOR shall transmit the details of goods received to the Customs through Message No. COCHE02 for warehouse stuffed consignments and Message No. COCHE03 for factory stuffed and sealed consignments. Customs shall accept goods for examination/Let Export only for those Shipping Bills for which these messages have been received from CONCOR. CONCOR would not make any amendment to IE Code, exporter’s name and address transmitted to them by Customs. At the Customs end, the information relating to number of packages transmitted by CONCOR shall be treated as final. In case of sealed consignments, if container number is incorrectly captured by CONCOR, correction shall have to be transmitted by CONCOR as per agreed procedure.

c) Let Export Order Information

Customs shall transmit the Let Export Order information for respective Shipping Bill to CONCOR through Message No. CHCOE04. Customs can amend IE Code and exporter’s name and address, CHA Code, Port of Designation and the FOB value of a Shipping Bill till the issue of Let Export Order and CONCOR shall update their database as per this message accordingly.

d) Container Exit Information

CONCOR shall transmit the container transportation information to Customs through message No. COCHE06.

4. Exporters/CHAs are to note that message transmission from Customs to CONCOR and vice versa take approximately 15 minutes. Therefore, they should approach the concerned agency for the next message based activity only after appropriate time to ensure the message delivery in due time.
