In case the exporter is denied the benefit of a scheme, under which a shipping bill is filed, by the licensing authority or the Customs, the exporter may be permitted to convert such shipments to another scheme provided the exporter is entitled to the benefit under the scheme in which the shipment is subsequently converted.
