1. In the case of import of metal scrap originating from a country affected by rebellion or war, the exporter shall furnish to the customs at the time of clearance of goods:

(i) Preshipment inspection certificate from one of the Agencies specified in Appendix 28 of the Handbook of Procedures, Vol.I, 2002-2007 to the effect that the consignment does not contain any type of arms, ammunition, mines, shells, cartridges, radio active contaminated or any other explosive material in any form either used or otherwise; and

(ii) A copy of the contract between the importer and exporter stipulating that the consignment does not contain any type of arms, ammunition, mines or shells, cartridges radio active contaminated or any other type of explosive material in any form either used or otherwise.]

(2) Import of the following types of copper scrap is permitted without a licence to units registered with Ministry of Environment and Forest, Government of India:

Copper wire covered under ISRI code “Druid”;

Jelly filled copper cables.

(3) Copper and its products under Exim Code Nos. 7403.11, 7403.12, 7403.13, 7403.19, 7413.00 and 7408.11 may be imported into India from Sri Lanka under the ISFTA only through Nhavasheva, Chennai, Tuticorin, Cochin, ICD Tughlakabad (Dry Port), ICD Mulund (Dry Port) , ICD Ludhiana (Dry Port) and ICD Pithampur.
