Attention of the Trade is drawn to the Appendix 3 of Schedule 2 of the ITC (HS)-Classifications of Export and Import items (01.09.2004-31.03.2009) consisting of Special Chemicals, Organisms, Materials, Equipment and Technologies (SCOMET) items, the export of which is either prohibited or permitted subject to certain conditions.

The grant of licence inter-alia depends upon end-use cum end-user certification.

The SCOMET list contains all dual-use items and technologies within 8 categories, as follows:

Category 0: Nuclear materials, facilities and related equipment

Category 1: Toxic chemical agents and other chemicals

Category 2: Micro-organisms and Toxins

Category 3: Special Materials, Materials Processing Equipment, and Related Technologies

Category 4: Avionics and Navigation

Category 5: Aerospace materials, equipment, systems and related technologies

Category 6: Reserved

Category 7: Electronics, computers, and information technology including information security

The sensitive nature of the above SCOMET items demand due vigilance and care to be taken by the exporters as well as the licensing authorities. Therefore, in order to exercise necessary precautions in this regard, the applicant exporters are required to submit declarations as given in Annexure-A to this trade notice in all applications for issuance of Advance Licences/Annual Advance licences/DEPB/DFRC .

3. I/We hereby undertake that wherever the export product is listed in the groups of dialkylated chemicals followed by group of alkyl groups in parentheses, all chemicals by all possible combinations will be taken into account while making exports in the present application.

4. I/We hereby declare and undertake that the export product which is covered in this application will be exported subject to all the conditions stated in the SCOMET lists.
