CONTINUATION OF ENROLMENT NUMBER SYSTEM
The enrolment number system introduced by this office has proved useful and the feedback from the trade has been positive. Therefore, inspite of the introduction of the new BIN, it has been decided to continue with the Enrolment system in case of all applicants who seek to receive entitlements from this office under the EXIM policy. This is to ensure that only genuine parties are able to apply.
However, some members of the trade have brought to my notice that in some cases all documents are compulsorily called for and minor variations such as misspellings in any document, use of alternatives road names in the addresses etc. have led to the rejection of applications. In such cases the trade is requested to explain the cause of variations in the covering letter while applying for the enrolment number. At the same time, the officials are being instructed not to raise such queries if various documents placed on record are consistent with each other and substantial details tally.
Further, it is reiterated that it is not necessary that all documents listed in the Trade Notice No. 14 dated 15.12.1998 should be furnished. If any document cannot be furnished, suitable explanations will suffice.
Apart from newcomers all regular parties should also obtain enrolment numbers. However, in case of regular parties, entitlements shall not be refused on account of Enrolment Number alone without the prior approval of the concerned Jt.DGFT. The time limit for issue of enrolment number is two working days.
If there is any problem faced in issuance of enrolment number, the members of the trade are advised to see the Dy.DGFT concerned. If they are not satisfied with the reasonableness of the deficiency then such matters should be brought to the notice of the Jt.DGFT/Undersigned. Any unnecessary deficiency or unreasonable query will be viewed seriously.
