GENERAL NOTE FOR TEXTILES


1. Wherever Import of Man made fibre, fabrics, Lining, Inter-lining, Wadding is allowed, the type, specification etc. should conform both in import and export. However, in the case of Polyester Staple Fibre, the import will be in any denier between 1 and 3. In case of import of Polyester Filament Yarn/POY against export of fabrics, Sarees, Made-ups made out of Polyester Filament Yarn either used wholly or in mixture with other man made fibre yarn, the following range of Denier will be allowed:

Similarly, in case of Synthetic Fibre, flexibility between 1 to 3 denierage will be allowed.

2. In respect of garments, for which standardised norms do not provide Trimmings & embellishments as an item of import, or in cases where such norms have not been standardised as yet and the licences are granted on adhoc/ individual basis by competent authority, the import of Trimmings & embellishments, as specified hereunder, may be allowed to the extent of 5% of the CIF value within overall CIF value of the licence. In case, this value is not adequate for import of items covered by the list of Trimmings and Embellishments or if any item not covered by the list is required, the same may be allowed by the Licensing Authority on "Net to Net" basis and with Actual User Condition, which has to be accounted for.

3. Against export of readymade garments where the lining material has not been specifically permitted, the relevant lining materials may also be allowed on "Net plus 5% wastage" basis.

4. While a licence can be issued covering different constituents of Raw Silk / Silk Yarn, the nexus in accordance with their constituents (i.e. Mulberry/ Dupion / Tussar / Noil etc.) and the specified input -output ratio has to be maintained. For this purpose, the export obligation shall specifically mention the total quantity content of each constituent of silk/other yarn in exports.

5. Wherever import of dyes is permitted, the same will be restricted to 12% of FOB value within the overall CIF value of the licence. Wherever, import of dyes and chemicals has been permitted, the same will be restricted to 14% of FOB value within the overall CIF value of the licence except in respect of J 28 where the same will be restricted to 16% of FOB value within the overall CIF value of the licence.

6. Wherever import of Acrylic Fibre has been allowed, Acrylic Tow may also be allowed as an alternative of acrylic fibre with the same quantity.

7. Wherever import of Polyester Filament Yarn is allowed, the same would cover partially Oriented Yarn also but where only Partially Oriented Yarn is allowed, Polyester Filament Yarn shall not be permitted.

8. Wherever item of i8mport mentioned is "Filament Yarn", import of Flat or Texturised or Twisted or Crimped or Bright Or Semi dull or full dull yarn will also be allowed.

9. Wherever synthetic waste is allowed , the same will cover:

    (i) Synthetic Ring Yarn Hard waste.
    (ii) Blended ring spun yarn hard waste.
    (iii) Entangled filament tows (drawn).

10. Wherever Secured Wool is allowed for import the same would mean "clean wool" However, import of Greasy wool (uncleaned Wool) is also allowed and in that case the weight of clean Wool (Scoured Wool) as per the test certificate of the foreign supplier will be taken into account for the purpose of computation of value /quantity.

11. Wherever import of dyes have been allowed, the same would mean dyes of 100% strength. (assay)

12. Wherever Plastic /Paper Cone is required, the same will be allowed on Net to Net basis.

13. Wherever Cotton Yarn/ fabirc is allowed for import, the same would mean Grey Cotton Yarn/ Fabic, unless specifically mentioned otherwise.

14. Licences issued as per the norms at Sl. Nos. J270 to J296 shall be with “Actual User” Condition and materials imported there against even after the fulfilment of the stipulated export obligation shall not be transferred and the same shall be utilised only for further export production. Custom would accept certification of licensing authority to the effect that input output norms have been met and would not link clearance of export cargo with the measurement norms of garment being exported. Items allowed in the norms covered by Sl. Nos. J270 to J296 are for fabrics other than Silk Fabrics.

Note: 15. In case of Fabric, Flexibility upto + 10% in GSM in import/export shall be allowed.
