1. The minimum overall value addition to be achieved on the export products at S.No. E 54 & E 55 is 100% and that on S.No. E56 is 500%.
2. The value addition at S.No. E 54 & E 55 is to be achieved in two parts.
(A) Achievement of Basic minimum value addition by exporting products for which duty free input under Advance licence is sought for. The basic minimum value addition to be achieved shall be 50% on products at Sl. No. E 54 & 55.
(B) The balance 50% export obligation in the form of additional value addition:
(i) By export of product (Resultant Product) shown in Column 2 of the specified norms.
OR
(ii) By export of following products : -
(i) Cardamom (small)
(ii) All spices / Spice products in approved consumer packs of 1,000 grams of less except
spices oils and oleoresins and saffron,
(iii) Herbal spices such as rosemary, thyms terragon, sage, etc.,
(iv) Vanilla,
(v) Black cumin,
(vi) Staranise,
(vii) Kokum,
(viii) Garlic,
(ix) Cardamom (large),
(x) Bishopsweed,
(xi) Carway,
(xii) Cumin Seed,
(xiii) Ani seed,
(xiv) Ani seed,
(xv) Dill seed,
(xvi) Pomegranate seed and
(xvii) Horse-radish,
OR
Other Oils and Oleoresins extracts from the spices in the unit of manufacturer exporter.
3. In case of Curry powder at S.No. E 56, the value addition of 500% prescribed is the Basic Value addition which have to be fulfilled by exporting this item only.
4. An Advance Licence will be issued based on the above Norms only to manufacturer exporters of the product at Sl. Nos. E 54, E 55, E 56. While applying for an Advance Licence, the applicant shall produce a certificate from the Spices Board confirming his own manufacturing capacity.
5. The import of Cloves, Cinnamon & Cassia under Advance Licences shall be allowed for the export products as mentioned at S. Nos. E 54, E 55 & E 56 only as per norms & conditions mentioned above. The import of Cloves, Cinnamon & Cassia for resultant products other than at S. Nos. E 54, E 55 & E 56 shall not be allowed by RALC/ZALC.
