Authorised dealers may sell foreign exchange only to persons, firms and banks resident in India and in accordance with the procedure detailed in this Part. No sales should be made to non-residents except as specifically provided in this Manual.

NOTE: For the purpose of sale of foreign exchange, persons, firms, companies or other organisations resident in Nepal and Bhutan should be treated like any other non-residents.
