RULE 73. Test-check of contents of boxes and booklet

In order to verify the average number of matches contained in a box or booklet the proper officer or any other officer specially deputed by him in this behalf may, after giving notice of his intention to the registered person, determine its number by taking samples, consisting of at least one box or booklet in every ten hundred thereof, and the duty payable shall be assessed on the results of this sampling.
