4.20 Every application for an import/ export licence or any other purpose should be complete in all respects as required under the relevant provisions of the Policy/ procedures and shall be signed by the applicant as defined in paragraph 3.8 of the Policy. An incomplete application is liable to be rejected giving specific reason for rejection.
