Subject: Points raised by the 100". EOUs operating under the jurisdiction of Development Commissioner while the problems imply amendment of the procedure.
Instances have come to the notice of the Board regarding the undue hardship being caused to the Trade on account of ignorant as well as
bureaucratic style of functioning of the Central Excise Officers posted in 100% EOUs. This hampers the working of the units and affects their export performance adversely.
2. In this regard, I am directed to say that considering that export promotion is a
very high priority activity, we have a special responsibility to ensure that Officers
who are thoroughly trained in the Central Excise Procedure relating to EOUs should
only be posted at such places, where trained Officers are in shortage, you are
requested to arrange for their training. Apart from NACEN, the Export Promotion
Councils should also be requested to provide faculty members, senior Officers like
Commissioner incharge of EOUs should take regular meeting Of the Range
Officers/Inspectors incharge of EOUs and satisfy themselves through close interaction
that the Officers are well conversant with law and procedure. The Officer incharge of
EOUs should be made responsible and accountable for tall delays without valid
reasons and instances of harassment should be firmly dealt with.
