Common Business Identification

Attention of importers, exporters, CHAs and all concerned is drawn towards Public No. No. 32/2001 vide which is was intimated that a Common Business Identification no., issued by DGFT on the basis of PAN will be mandatory from 1/4/2001 was notified. So far, this common business identifier was applicable only for Import/Export effected from Indian Custom EDI System/Import and Export Module.

Now it is to intimate that the Board has specified that BIN will be applicable for Import and Export made through Manual Bill of Entry/Shipping Bills which are noted on Mumbai Customs LAN System with effected from 02-07-2001. In view of the same all Importers and Exporters are hereby intimated to get their records updated on Mumbai Custom House LAN System, so that clearance of consignment can be done speedily.

It is to further intimate that following fields in the Bills of Entry/ Shipping Bills is being made mandatory with effect from 02-07-2001:-

i) Whether the exporter/importer is a Private entity (P) or a Government entity (G).

ii) Port code for port of shipment/unloading

iii) Country of destination/origin code.

iv) EXIM Scheme Code of each item.

v) Quantity of export/import in terms of Standard Units (to be implemented after 2-3 years)

vi) State of origin of the goods for export.

In view of the above, following (a), (b), (c) and (d) fields will be the new format in the Manual Shipping Bills and (a), (b) and (c) will be the new format for Manual Bills of Entry:-

(a) Whether the exporter is a Private entity (P) or Government (G)

(b) EXIM scheme code for each item in the document, as applicable.

(c) Business Identification Number (BIN)

(d) State of Origin of the goods

    and

(a) Whether the exporter is a private entity (P) or Government (G)

(b) EXIM scheme code for each item in the document, as applicable

(c) Business Identification Number (BIN)

It may be noted that with effect from 02-07-2001 no clearance for Import and Export will be permitted except in compliance with the requirement laid down above.

The site codes for Basic Statistic Returns (BSR) System of the RBI the Exim Scheme Codes, amended Shipping Bills / Bills of Export from and the amended Bill of Entry forms are annexed to this Public Notice as annexure A, B, C and D respectively. It may also be noted that the Shipping Bills/ Bills of the Export forms and the Bills of Entry form has been amended by Government of India. Department of Revenue vide Notification No. 27/2001 CUS (N.T) and Notification No. 26/2001 CUS (N.T) both dated 31/05/2001.

This Public Notice is also applicable for Bills of Entries filed at Mulund w.e.f. 02-07-2001/
