Procedures for filing and processing of EDI Bills of Entry

Attention of the Trade including all Importers, Exporters, Shipping Agents / and Custom House is invited to Public Notice No. 85/99 vide which the procedures for filing and processing of EDI Bills of Entry at New Custom House, Mumbai were notified. Attention is also invited to Public Notice No. 25/2000 and 123/99 wherein the formats for filing of Bills of Entry & IGM respectively through floppy were notified.

During the operation of the IECs (Imports) System on EDI, it has often been noticed that there are mismatches in the numbers and / or dates of Bills of Lading as filed by the Steamer Agents in the IGMS and by the importers / CHAs in the EDI Bills of Entry / Annexure-I forms.

A study done for the reasons of such mismatches has revealed that most of such mismatches occur due to inclusion of special characters in the Bills of Lading filed by either of the parties, i.e. Steamer Agents or the Importers / CHAs. It is often noticed that Steamer Agents include special characters like space, stroke, hyphen, etc. whereas the importers / CHA may not include the same (i.e. the same special characters) in the numbers of Bills of Lading in the EDI Bills of Entry / Annexure-I forms. Similarly, it has also been often noticed that where, no such special characters are given by the Steamer Agents, the same are often included by CHAS / Importers in their EDI Bills of Entry / Annexure – I forms. A perusal of Annexures to Public Notice No. 25/2000 and 123/99 shows that no special characters are notified for inclusion in the Bills of Entry / IGMs submitted on floppies.

With a view to further smoothen the functioning of the EDI System, it is prescribed that no special characters should be included by any of the parties in the field of Bill of Lading Number for all Bills of Lading Nos. given by Steamer Agents in their IGMs for the EDI System and the Importers/CHA in their Bills of Entry / Annexure-I forms for the EDI System.

In view of the above, the numbers of Bills of Lading filed in the IGMs or the Annexure – I forms / Check Lists of Bills of Entry for the EDI System, should hence forth, read as "XXXXYYYY" i.e. having characters only A to Z and numbers 0 & 9 without any space, hyphen or any other special character.

It is stressed that guidelines contained in this Public Notice should be strictly complied with by all Trade members and any cases of non-compliance will be viewed adversely attracting likely liability for penal action under Section 117 of the Customs Act, 1962.
