Certification of copy of Shipping Bill by Customs due to non-generation of Export Promotion ( E. P. ) copy of the Shipping Bill from the EDI System.

Attention of all the Exporters/Importers/CHJ":\s and all other concerned is invited to the problems being faced by the exporters on account of non- generation of the Export Promotion (E.P.) Copy of the Shipping Bill from the EDI system. This has happened due to mistake or non-submission of data/entry by the Exporters, CHAs, Shipping Agents as a result of which proper data/entry could not be fed in the system. The system started showing errors/data mismatch which could not be corrected by editing in the present EDI system resulting in hanging of a large number of the Shipping Bills and non-generation of the E. P. copy of the same.

2. The matter has been taken up with the Directorate of Systems, New Delhi, who are working on to make suitable changes in the software to permit amendments/corrections of the aforesaid kinds of errors in the system. Meanwhile, to tide over the present problem of non-generation of the E. P. copy of the Shipping Bill, it has been decided as a temporary measure, that the procedure laid down hereinafter, should be followed for the next 60 days from the date of issue of this Public Notice.

3. The exporters would approach the Asstt./ Dy. Commissioner of Customs (Export) at the Docks with a photocopy of the Exchange Control Copy of the Shipping Bill along with Container Loading Plan (C.L.P.), Mate Receipt and Sailing Report of the vessel. The Asstt./ Dy. Commissioner of Customs (Export) at Docks, in turn, would get the facts of actual export and other particulars verified from the EDI system and thereafter put up the following "STAMP" on the photocopy of the Shipping Bill :-

" Due to certain technical problems the E. P. copy of this Shipping Bill could not be generated by the EDI System. The goods covered by this S/B have been exported by –

Vessel -------------------------------

Rotation No. --------------------------------

Sailed on. -------------------------------
This certified copy be treated as proof of export for the purpose of Rule 12/13 of the Central Excise Rules 1944.

4. Along with the certified copy of the Exchange Control Copy of the Shipping Bill, the P.O in charge at the Docks will also certify and release the AR4 form to the applicant.
