Sub: Exports- Computerised processing of Shipping Bills- introduction of Permanent Account Number (PAN) as the Common Business Identifier in Custom Operations.

Attention of Exporters," CHAs and all other concerned is invited towards Public Notice No. 32/2001 dated 15.3.2001 issued from the office of the Commissioner of Customs (Import). New Custom House. ,Ballard Estate. Mumbai whereunder it was notified that PAN based validated directory of exporters as compiled by the DGFT will be implemented w.e.f. 1.4.2001. In view of this processing of shipping documents based on such PAN based Common Business identifier numbers (BIN) has been made mandatory as the EDI system processes only such documents which have the aforesaid data in the directory duly validated by the DGFT.

A large number of exporters have approached this Commissionerate with the difficulties being faced by them in the processing of their shipping Bills at the EDI Centre of this Custom House due to non-availability of BIN number in the Customs Computer. In all such cases the exporters claimed to have registered themselves with the DGFT, New Delhi who allotted a BIN number to them; Such B1N numbers do reflect on the DGFT"s website on the Internet but due to certain technical reasons the relevant data has not been transferred from DGFT"s Computer System to Customs Computer System at Mumbai. In the absence of relevant data in the Customs Computer System processing of related Shipping Bills on EDI becomes practically impossible.

With a view to resolve the problem and to ease out the situation as a temporary measure. it has been decided to process all such Shipping Bills wherein BIN numbers are duly issued by the DGFT and adequate documentary evidence is produced by the exporter in support of the same but the same are not reflected on the Customs Computer on manual mode.
