Enforcement of Import Permit w.e.f. 01.06.2001 for import of all Plant / Plant Material / Primary Agriculture Products Viz. Cereals / Pulses / Wooden Logs/ Dry & Fresh Fruits / Spices, Medical Plants, seeds. Etc for consumption.

Attention of all the officers / field formations/ trade /CHAs is invited to Ministry of Commerce notification No.3(RE-2001)/1997-2002 dated 31.03.2001 issued under Section 5 of the Foreign Trade (Development & Regulation) Act, 1992 and Gazette of India Notification number S.O. 378(E) dated 01.05.2001 (copy enclosed) issued by the Ministry of Agroci;tire. Department of Agriculture and Co- operation, New Delhi.

In view of the above, all importers of plant/ plant material / primary agriclulture products viz. cereals / pulses / wooden logs / dry & fresh fruits / spices / cotteon / medical plants, seeds. etc meant for consumption are required to produce Import Permit issued by Plant Quarantine Department, Department of Agriculture and Co-operation (Ministry of Agriculture ) which will be enforced from 01.06.2001.

Further, the import of above agriculture commodities should be referred to Plant Quarantine Department for Plant Quarantine formalities including payment of Plant Quarantine inspection fee and necessary endorsement required to be recorded on the Bill of Entry with necessary recommendation for release of the consignment or otherwise on satisfying all the conditions by the importer to the Plant Quarantine Department.

No consignment of Plant and Plant Materials as mentioned above will be allowed to be released without Import Permit and no objection including Phytosanitary Certificate from Plant Quarantine Department on or after 01.06.2001, excepting cut flowers, garlands, bouquets, fruits and vegetables weighing less than 2 Kgs imported for personal consumption which may be allowed to be imported without a Phytosanitary certificate or an import permit.
