Procedure adopted for assessing Bs/E on ICCS import module - Regarding
Attention of all Importers/ Exporters / CHAs & all other concerned is invited to Public Notice No. 85/99 dated 29/07/99 regarding procedure to be adopted for assessing Bs/E on ICCS import module.
In this context following orders are further issued for additional trade facilitation; and increased transparency in decision making process, as enshrined in the Citizen’s Charter of Department.
i. Bs/E filed for home consumption having duty involvement of Rs. 5 lakhs or more each, or the Importer / CHA is willing to pay the duty by demand draft, then the concerned Dy. / Asst. Commissioner incharge of group will give the top priority for the assessment of these Bs/E by allowing jumping of normal queue in EDI system. Accordingly, the concerned Dy./ Asst. Commissioners incharge of the groups are directed to allot top priority for these Bs/E by activating appropriate system mechanism, after personal perusal of the Demand Draft.
ii. Whenever, a B/E is pending for assessment for more than 7 days for any reason, the importer shall be given an option for opting provisional assessment of said B/E or warehousing under section 49 of Customs Act 1962, pending finalisation of the said B/E. Consequently, group officers will process the matter accordingly. Each such matter shall also be placed before me invariably.
