Functioning of the EDI

The EDI is in vogue here basically from December 1999 end. The functioning of the EDI has been reviewed to minimise avoidable queries and ensuring complete assessment of Bs/E at one go by providing additional information at the checklist stage itself in the Service Centre. It is hereby informed to all concerned that while furnishing the information in the checklist at the Service Centre, following information/documents/references must also be appropriately mentioned in the Remark Column of the checklist whole correctness must be verified while scrutinising the printed draft of checklist.

1. CHEMICALS

i. Chemical composition in case imported chemicals are referred by brand name/trade name.

ii. Reference to Previous Test Report(PTR), if any.

iii. The supporting material to substantiate the unit price declared in the import documents.

1. PLASTIC, POLYMERS AND OTHER CHEMICALS

i. Full description of the imported goods as it appears in the import invoice.

1. ELECTRONIC GOODS

i. Full description of the goods giving specification with reference to the No., Size, Brand Name and No. of pcs in set which has bearing on its value.

1. BALL BEARING

i. Reference to the worksheet of the Ball Bearing showing the Net Weight, Gross Weight and ID of the Ball bearings and Scale of Trade Discount allowed in terms of the established practice of the assessment.

1. MCAHINERY PARTS

i. In case of Machinery Parts which has alternate use or multiple use specific reference to identify the parts.

1. TOYS/OTHER CONSUMER ITEMS

i. Specifications regarding Size, Composition, Value, Brand and No. of Pcs.

1. METALS

i. Custom House registration number and date of Suppliers Contract, total quantity covered under the contract and the balance quantity available in the contract.

ii. Availability of Mill Test Certificate.

iii. Full specifications with reference to the Composition and size of the imported goods.

1. TEXTILE GOODS, YARN AND FABRIC

i. Complete description, specification, composition, denier, blend, brand name, etc.

General: Further, it is also clarified that following generic requirements need also be clearly mentioned in the Remark Column of the Checklist.

i. Reference of any PTR.

ii. Reference of earlier B/E assessed by the Mumbai Custom House of identifical/similar goods.

iii. Reference of SIL

iv. Declaration as to whether invoice submitted is of Manufacturer’s or of Trader’s.

v. I any End-Use based notification is claimed, then its intended End-Use.

vi. In case of any statutory certificate is being required from the Central Excise or any other authorities for availing any import benefits or concessional rate of duty, the number, date and nature of such certificate.

vii. In case of Customs Notifications, having tables, annexures and list the specific number of tables/list, Entry No. and S.No. in Notification alongwith the Condition No. of the said Notification.

No query/objection shall ordinarily be raised for seeking the aforesaid information which could, however, be verified during the inter-action session in the inter-action.

It is, further, reiterated the certain verifiable parameters like SIL debits and its audit, NOC from various authorities, SIL and is debit, original certificates, tribunal certificates etc. required for the clearance or concessional rate of duty, could be verified in the Docks at the time of examination. Accordingly, appropriate examination order may be given.

These instructions are being issued as an additional Trade Faciliation measure besides injecting increased transparency in our Customs regime as enshrined in out Citizen’s Charter.
