1.
Importers, Exporters, CHAs and concerned are hereby informed that w.e.f. 1.04.2001, PAN will be used as Common Business Identifier for all Importers and Exporters and that only the validated directory as received from the DGFT online at Delhi Air Cargo System would be used for the purpose of carrying out any transactions relating to Imports and Exports. the existing directory of the Importers and Exporters based on IEC Code will cease to operate from 1.04.2001.

The PAN Based Identifier will be called Business Identification Number (BIN) and would be a 15 character data element comprising the following components.

PAN FT Unit Identification Code
(10 digit) (Foreign Trade) (3 digit)

The trade is also advised that while indicating the names/ addresses of the Importers/Exporters, care must be taken that these particulars tally in all respects with those declared to the DGFT, otherwise the System will not recognize the Importers and Exporters.

Exporters having their bank A/Cs in designated banks for crediting of DBK, must ensure that their declaration to the bank of particulars of BIN, names & address/es and branch code of their offices are the same in all respects as declared to the Income Tax department and D.G.F.T so as to prevent any mismatch of information, which may result in non-credit of the DBK amount.

From 1st April, 2001, only those bank A/C numbers which have been validated vis-a-vis the data received from DGFT will be treated as operational A/Cs Account Numbers not matched with DGFT Directory information will be rendered inoperative.

In case any error is noticed the Importers/Exporters may approach the DGFT for getting their data amended and transmitted to Customs System online.

7.
It may be noted that w.e.f. 1.04.2001 no clearances for import and export will be permitted except in compliance with the requirements as laid down above.
