PUBLIC NOTICE No.58/2005, Date: 23.09.2005

Sub. - Detailed procedure for issuance of Digital Signature Certificates to CBEC’s trading Community, its officers and related agencies.

Kind attention of all members of the Trade, Importers, Exporters and Custom House Agents is invited to the public notice on the above subject which is posted on the Board’s website ‘www.cbec.gov. in’ listing detailed procedure for issuance of Digital Signature certificates to CBEC’s Trading Community, its officers and related agencies.

2. You are aware, the ICEGATE facility has been in use for filing of import and export declarations over the internet. Presently more than the 10,000 Bills of Entry and Shipping Bills are filed daily on ICEGATE. This infrastructure also supports secure electronic transactions using Digital Signature Certificates (DSC). Use of DSC had not been enabled till now with the intention that the users should first understand and become adept in using the ICEGATE facility with as little complications as possible.

3. However with the number of transactions over the ICEGATE increasing every month the department would now be enabling secure and non repudiated filing over the ICEGATE using digital signature certificates.

4. To enable such a secure and non-repudiated filing using Digital Signature Certificates, the Directorate General of Systems and Data Management has established a Certifying Authority, called iCERT CA, which has obtained the licence as per the Information Technology Act 2000 from the Controller of Certifying Authorities, Ministry of Communications and Information Technology to issue Digital Signature Certificates to the CBEC’s trading community, its officers and related agencies. iCERT Certifying Authority will be providing Class III digital signature certificates.

5. Effective from 1St November, 2005 all Shipping Bills and Bills of Entry filed through ICEGATE for export and import shall be digitally signed and authenticated through the Class III Digital Signature Certificates issued by iCERT CA.

6. As a measure of facilitation, the Board has decided not to charge any fee for all application for DSC in the current financial year.

7. For issue of digital signature certificates all applicants would be required to complete the prescribed subscription process as early as possible so that the verification process can be completed expeditiously by the Central Excise verification teams well before 10th October, 2005.

8. In this regard please find enclosed detailed procedure for obtaining Digital Signature Certificate at Annexure ‘X’.
