Attention is invited to Paragraph 7.8 of the Export and Import Policy 1997-2002, as amended and Paragraphs 7.8 and 7.10 of the Handbook of Procedures, Vol.1, 1997-2002, as amended and also to the Handbook of Procedures, Vol.2, 1997-2002 as amended from time to time.

2. In exercise of the powers conferred under Paragraph 4.11 of the Export & Import Policy 1997-2002, as amended, the Director General of Foreign Trade hereby makes the following amendments/modifications and additions in the Handbook of Proceduces, Vol.2 - 1997-2002, as amended.

3. In the statement of Standard Input-Output Norms as contained in the Handbook of Procedures, Vol.2, 1997-2002, as amended, amendments/ corrections at appropriate places as mentioned in Annexure "A" to this Public Notice shall be made.

4. In the statement of Standard Input-Output Norms, following additions shall be made at appropriate places as mentioned below:-
 

After the existing entry at Sl.No.A-2181, the new entries from Sl.No.A-2182 to A-2218 shall be added as per Annexure "B" to this Public Notice.
 

After the existing entry at Sl.No.C-1400, the new entries from Sl.No.C-1401 to C-1408 shall be added as per Annexure "C" to this Public Notice.
 

After the existing entry at Sl.No.E-72, the new entry as Sl.No.E-73 shall be added as per Annexure "D" to this Public Notice.
 

After the existing entry at Sl.No.H-400, the new entries from Sl.No.H-401 to H-406 shall be added as per Annexure "E" to this Public Notice.
 

After the existing entry at Sl.No.J-303, the new entries from Sl.No.J-304 to J-305 shall be added as per Annexure "F" to this Public Notice.

The composite weight in Gms per Sq.Mtr.(GSM) of the export product is to be calculated as A+B+C+D+E+F where:

A = Weight in Gms per Sq.Mtr.(GSM) of relevant film used as 1st layer as at Sr.No.1 which is to be determined as follows:

Specific gravity of the film X thickness(Micron) = GMS/Sq.Mtr.

B = Weight in Gms per Sq.Mtr.(GSM) of relevant film used as 2nd layer as at Sr.No.1 which is to be determined as follows:

Specific gravity of the film X thickness (micron) = GMS/Sq.Mtr.

C = The weight of ink at S.No.2 on dry weight basis shall be takenas 2.5 Gms/Sq.Mtr. on an average having total solid content of25%+/-3%.

D = The weight of adhesive at S.No.3 on dry weight basis shall be taken as 2.5 Gms/Sq.Mtr. on an average having total solid content of 60%+/-5%.

E = The weight of additive at S.No.4 on dry weight basis shall be taken as 0.20 Gms/Sq.Mtr. on an average having total solid content of 50%+/-5%.

F = The weight of relevant hotmelt in gms per sq.mtr.

The above is for two layer printed flexible packaging material/laminate. In case of single layer flexible packaging material in the export product items at `B', `D', `E' shall be excluded.

1. Exporter shall declare type of flexible packaging material i.e.adhesive laminated or extrusion laminated flexible material.In addition the exporter shall also declare composition ofexport product indicating no. of layers, thickness of eachfilm/substrate in respect of the inputs as at Sr. No.1 to beused in the export product.

2. FLEXIBLE PACKAGING MATERIAL/LAMINATE CONTAINING SINGLE LAYER OF INPUTS AS AT SR. NO.1
In the case of export of single layer printed flexiblepackaging material, import of relevant inputs at Sr. No.1 & 2is allowed with wastage of 12% (twelve) and 10% (ten)respectively. Further, the import of input at Sr. No.5 isallowed with wastage of 10% (ten) if the product is exportedwith hotmelt. (However, import of inputs at Sr. No.3 & 4 willnot be allowed for said product).

3. FLEXIBLE PACKAGING MATERIAL/LAMINATE CONTAINING TWO LAYERS OF INPUTS AS AT SR. NO.1

i)In the case of export of two layer printed flexible packaging material/laminate the import of relevant inputs as at Sr.No.1,2,3 & 4 is allowed with wastage of 15% (fifteen), 10% (ten), 10% (ten) and 10% (ten) respectively. The import of input at Sr.No.2 i.e. liquid printing ink will not, however, be allowed in the case of export of unprinted flexible packaging material. Further the import of inputs as at Sr.No.5 is allowed with wastage of 10% (ten) if the product is exported with hotmelt.

ii) In the case of export of extrusion coated flexible packaging material/laminate the import of inputs as at Sr.No.1(k) i.e. LDPE granules will alone be allowed with wastage of 10% (ten). However, the import of items as at Sr.No.3 & 4 will not be allowed.

4. MULTILAYER FLEXIBLE PACKAGING MATERIAL/LAMINATE CONTAINING MORETHAN TWO LAYERS OF INPUTS AS AT SR.NO.1

i)In the case of export of such product, the import of relevant inputs as at Sr.No.1 is to be allowed with additional wastage of 3% for each additional layer over and above wastages allowed in two layer flexible packaging material/laminate referred to in the note 3(i) above.

ii) The quantity of inputs as mentioned at Sr.Nos.3 & 4 i.e. liquid polyurethane adhesive (4 gms/sq.mtr.+ wastage) and liquid polyurethane additive (0.80 gms/sq.mtr.+wastage) are allowed for import in the case of export of flexible packaging material/laminate containing two layers of the inputs as at Sr.No.1 and for each additional layer the said quantity of the inputs would be permitted for import. However, in the case of export of extrusion coated flexible packaging material/laminate the import of inputs at Sr.No.1(k) above will be allowed for import with wastage of 10% (ten).

iii) The quantity of input allowed as at Sr.No.2 i.e. liquid printing ink will, however, remain unchanged irrespective of the addition of no. of layers.

iv) The import of item at Sr.No.5 i.e. relevant hotmelt is allowed with wastage of 10% (ten) if the product is exported with hotmelt.

5. EXPORT PRODUCT IN POUCH FORM
If the resultant product is in pouch form, additional wastageas mentioned below is to be allowed over and above the wastageallowed in case of single layer or two layer or multilayerflexible packaging material depending upon the specific type ofpouch to be exported.
 

For export of HDPE spout fixed pouches 1.05 Kg. of HDPEGranules is allowed for 1 Kg. of HDPE content in the exportproduct. Exporter should also declare the specific type ofpouch to be exported.

6. The total solid content taken on an average basis for liquidprinting ink, liquid adhesive and liquid additive has beentaken as 25% +/- 3%, 60% +/- 5% and 50% +/- 5% respectively.

7. Additional wastage of 5% (five) is allowed for conversion ofLDPE Granules to LDPE films. However the additional wastage of5% (five) shall not be allowed for conversion of the LDPEgranules in the extrusion lamination process. Additionalwastage of 5% (five) for converting PP granules to BOPP filmand 5% (five) wastage for PET chips to polyester film isallowed.

8. Exporter shall have the option to apply for import of inputs;for making polyester film as per SION published in EXIMPolicy/Procedure in lieu of import of polyester films as such.

9. If the manufacturing process involves extra step of convertingbase plastic film (as at Sr.No.1) to holography film then theimport of relevant film used for holographic expression will bepermitted with additional wastage of 3% (three) over and abovethe entitlement for various flexible laminates/pouches.

10. In case of unprinted material, ink is not to be allowed andconsequently wt. of dry ink taken at `C' in the formula is notto be taken for calculation pruposes.

11. In case of export product without hotmelt, hotmelt is not to beallowed and consequently wt. of hotmelt taken as `F' in theformula is not to be taken for calculation purpose.

12. Specific gravity of raw material to be used in the epxortproduct are as under:
