Clarification on clubbing of two duty free licences-one issued by DGFT Headquarters and other by Regional Licensing Authority.
Attention is invited to Paragraph 7.20 of the Handbook of Procedures, Vol. 1, 1997- 2002 (RE-99), which lays down the parameters for clubbing of duty free licences.

2. A clarification has been sought as to whether a Regional Licensing Authority can consider request for clubbing Advance licence/licences issued by it with another licence/licences issued by DGFT, Headquarters subject to satisfying conditions laid down in Paragraph 7.20 of the Handbook of Procedures, Vol. 1, 1997-2002 (RE-99).

3. The matter has been examined and it has been decided that since the monitoring of duty free licences, which were issued from the Headquarters Office, is being done at the level of Regional Licensing Authorities, clubbing of such duty free licences with another licence/ licences issued by Regional Licensing Authority itself could be considered at the level of Regional Licensing Authority itself, subject to satisfying conditions laid down in Paragraph 7.20 of the Handbook of Procedures, Vol. 1, 1997- 2002 (RE-99).

4. This issues with the approval of Director General of Foreign Trade.
